Chief Operations Officer


WasteServ through its Contractor - OZO Services is seeking to recruit a Chief Operations Officer.  

Position: Chief Operations Officer

Qualifications and Experience  

Applicants must demonstrate the ability to manage, control, and supervise staff activities under high-pressure conditions. Candidates will be considered for the selection phase based on the following formal requirements, which must be met by the application deadline: 

  1. A first degree in Engineering from a recognised university; 
  2. At least 15 years of postgraduate professional experience at a level for which the above qualifications provide entry, including at least 5 years of relevant experience in the field of Waste Management; 
  3. At least 5 years of postgraduate professional experience in a high-level management role within a company with an annual turnover exceeding €75 million, relevant to this position; 
  4. Experience in managing gas installations and landfills; 
  5. A postgraduate qualification at Master’s level (MQF Level 7) in a field related to Waste Management, or equivalent.

Additional qualifications and certifications in waste management will be considered an asset. All qualifications must be approved by the Malta Further and Higher Education Authority (MFHEA). Candidates will also be evaluated on the following attributes and skill sets:

  • Proven experience as a Chief Operating Officer or in a similar/relevant role; 
  • Understanding of business functions such as HR, Finance, and process optimisation; 
  • Demonstrable competency in strategic planning and business development; 
  • Experience in project management; 
  • Working knowledge of data analysis and performance/operations metrics; 
  • Proficiency in IT/Business infrastructure and MS Office; 
  • Outstanding organisational and leadership abilities; 
  • Excellent interpersonal and public speaking skills; 
  • Aptitude for decision-making and problem-solving; 
  • Commitment to excellence; 
  • Ability to plan, develop, prioritise, and execute complex business solutions; 
  • Effective verbal and written communication and presentation skills; 
  • Ability to conduct complex business analysis, including costing models for investment in capital assets with lifecycle costing and analysis; Leadership qualities and strong interpersonal skills; 
  • Experience with complex contract negotiations; 
  • Knowledge of municipal community services such as solid waste management for residents, commercial enterprises, and institutions; Understanding of regulatory requirements and restrictions (e.g., permits, Health & Safety); 
  • Experience in reporting to a CEO and excellent report-writing skills.
Additional Requirements: Candidates may be required to provide character references attesting to their suitability for the role and must be physically fit to perform the duties associated with the position.
