WasteServ, through its contractor OZO Services, is seeking a talented and motivated Manager - Centralised Maintenance to join our dynamic team.  

About the Role

The Manager of Centralised Maintenance will lead the transformation and strategic centralisation of maintenance operations across all WasteServ Malta facilities. This role is pivotal in optimising asset reliability, ensuring regulatory compliance, and driving workforce development in alignment with WasteServ’s long-term industrial growth strategy. 

The selected candidate will be responsible for the implementation of CMMS (Computerized Maintenance Management System) and Smart O&M (Operations & Maintenance) strategies, the management of all fixed and mobile assets, and the development of a high-performance maintenance organisation that will support WasteServ’s upcoming large-scale industrial investments. 

Additionally, this position will oversee the maintenance of civil infrastructure and logistical assets, including buildings, roads, and utilities, ensuring their long-term sustainability and integration into the centralised maintenance strategy. 

As WasteServ prepares to invest several hundred million euros in new XXL industrial assets, this role will be critical in ensuring that maintenance operations are structured to support world-class reliability, efficiency, and cost-effectiveness. 

This position is pivotal in enforcing the three non-negotiable pillars of WasteServ’s operations: Safety, Compliance, and Ethics. 

Future Scope Evolution

The responsibilities of this role may expand based on: 

  • The evolution of the centralised maintenance strategy and the growing scope of managed assets. 
  • The integration of new industrial units, roads, and logistic infrastructure that may fall under the centralised maintenance perimeter. 
  • The performance improvements of existing facilities, requiring continuous enhancement of maintenance methodologies.

Key Responsibilities

Your main responsibilities will include, but are not limited to:
  • Centralised Maintenance Strategy & CMMS Implementation:
    •  Develop and execute a fully centralised maintenance strategy across all WasteServ facilities. 
    • Lead the CMMS deployment and Smart O&M transformation, ensuring that all maintenance activities are data-driven, predictive, and cost-effective. 
    • Oversee the digitalisation of asset management, ensuring real-time monitoring, reporting, and optimisation of all assets.
  • Fixed, Mobile, & Civil Infrastructure Asset Management:
    • Take full ownership of all fixed and mobile assets, including waste-to-energy plants, hazardous waste treatment facilities, landfill machinery, Recycling and transport fleets. 
    • Oversee the maintenance of civil and logistical infrastructure, including buildings, roads, and utilities to ensure their durability and functionality. 
    • Define and enforce asset utilization policies, ensuring high availability and performance. 
    • Ensure asset lifecycle management strategies align with WasteServ’s investment roadmap.
  • Preventive & Predictive Maintenance Planning:
    • Develop and implement preventive and predictive maintenance programs, ensuring minimal unplanned downtime. 
    • Work closely with Procurement to synchronise maintenance schedules with procurement lead times, securing the availability of critical spare parts and services while ensuring full compliance with Maltese regulatory requirements. 
    • Optimise maintenance costs and resource allocation, ensuring sustainable and cost-efficient maintenance operations.
  • Cross-Functional Leadership & Maintenance Culture Development
    • Build, develop, and lead the Centralized Maintenance Team, integrating existing talent and new recruits to meet WasteServ’s expanding operational needs. 
    • Establish a structured training & upskilling program to develop competencies in CMMS, Smart O&M, reliability engineering, and process safety. 
    • Ensure a seamless collaboration with other departments, including Operations, Projects, Process Safety, Health & Safety and Procurement teams, to promote a culture of shared responsibility and innovation. 
    • Actively contribute to the design and operational strategy of WasteServ’s new large-scale assets, ensuring that maintenance requirements are considered from the asset design phase.
  • Safety, Compliance & Ethics (Non-Negotiable Pillars) 
    • Embed a strong safety culture, ensuring all maintenance activities meet international and Maltese HSE (Health, Safety, and Environment) standards. 
    • Guarantee full regulatory compliance with Maltese laws, preventing legal and operational risks. 
    • Maintain the highest level of ethics and integrity in procurement, supplier management, and maintenance operations.
  • Management of Change (MoC) Collaboration: 
    • Ensure that all facility modifications, infrastructure upgrades, and operational changes are properly integrated into the Maintenance Management System.
    • Collaborate with Operations, Projects, and Process Safety teams to support the MoC process, ensuring maintenance teams proactively manage asset-related changes.
    • Ensure that maintenance and asset management strategies support change implementation while minimising disruptions and maintaining compliance. 
    • Align maintenance policies with MoC governance, ensuring structured documentation, tracking, and implementation of asset modifications.
  • Key Performance Indicators (KPIs) & Continuous Improvement 
    • Establish and monitor KPIs for maintenance effectiveness, including: 
      • Asset Reliability Index (tracking downtime and uptime of critical equipment). 
      • Efficiency of Maintenance Execution (response time, planned vs. unplanned maintenance). 
      • Procurement & Spare Parts Availability Metrics (alignment of stock levels and lead times). 
      • Safety Compliance & Incident Rates (ensuring adherence to Health & Safety regulations). 
      • Efficiency of Management of Change (MoC) Implementations (ensuring structured change management). 
      • Employee Training & Skill Development Metrics (evaluating workforce competency improvements). 
    • Implement a continuous improvement system to ensure ongoing maintenance optimisation and efficiency gains. 

About You

The ideal candidate should have:  
  • A recognised academic qualification at level 6 (Degree) in a related field and level 7 qualification (Masters). 
  • 7 years of experience in Maintenance Management, preferably in waste-to-energy, hazardous waste treatment, large-scale industrial operations, or civil infrastructure maintenance. 
  • Proven expertise in CMMS implementation, Smart O&M, and asset digitalisation. 
  • Experience in building, leading, and developing high-performance teams. 
  • Deep knowledge of preventive & predictive maintenance best practices. 
  • Experience in civil infrastructure maintenance (roads, buildings, utilities) and asset lifecycle planning. 
  • Demonstrated ability to collaborate across multiple departments (Operations, Engineering, Procurement, Process Safety, Compliance, HSE). 
  • Strategic thinking mindset, with a focus on long-term reliability and cost efficiency. 
  • Experience managing multi-million-euro industrial asset investments, ensuring maintenance is fully integrated into WasteServ’s corporate growth objectives.
